No, I'm rarely able to win a transcend level game myself. But I tend to play that level with a custom faction or one of the ingame factions with the lesser benefits.

Ah, your income isn't high enough anymore for upkeeping the labs and collecting money. Have you build a lot of economy or energy increasing facilities as well?

Sorry I misunderstood you. I play at librarian. I build research hospitals for many bases. I usually have a couple hundred of energy credits. The techs gets researched too fast and units become obslete too quickly. I still think that the planetary datalinks is too powerful. I'm going to make scenarios and give factions their secret projects. Not going to let the believers to get the HGP.

Ah yes, having the planetary datalinks makes itself obselete when your lab output is high as well. If you have it you might consider to relax a bit in research. change your SE settings to a higher economy perhaps?
When your efficiency rating is high enough you don't lose energy out of this.

When planning defences do not forget the bonuses given by:
- rocky terrain
- forests (I think)
- xenofungus (which hides units too)
- bunker
- sensor array not farther away than two tiles

Build defensive units strong enough to counter technical inferior attackers... and keep building them.

Build lots of bases, make some into "Tech bases" and some into "Unit factories" Use terraforming and crawlers to make the techbases get LOADS of energy, and terraforming and crawlers to make the unitfactories get LOADS of minerals.

Its a bit simplistic, but that will see off the AI at any level.

I never thought that this game is so hard. I always rely on the government except for university base. What if a evil side have 20 units coming at you in all in one square and your unit's are spread out to all bases? I usually have 2-3 units per base.
