Can you terraform tiles to make them more rocky? Or can you just level them to make them less rocky?

You can only level them. Putting a rockifying option into the game would be too powerful, due to being able to add 1 mineral to all previously flat tiles for no disadvantage.

I play with random events off, have done so ever since my capital and all its wonders were destroyed in a game I played many years ago.

You can sometimes increase the rockiness of tiles by raising or lowering land.

That's true. I once raised land with the result of a nearby square with farm and condensors became rocky. But it happens randomly I think.

Tech stagnation leads to longer games, hence is good.
