Hmmm... I'll take a crack at this one...

If you increase your efficency it allows you to build more bases without suffering the drones a low efficency rating would normally create.

Or maybe you want to know what psy does? It reduces drones when you add a percentage to it, so rather than produce labs or energy it produces psy to quell drones in the same way doctor's produce psy. It is also factored through rec. commons, tree farms, etc.

(I wonder if I'm making any sense?)

On your question about how you can see your faction's population:

Number of votes works (your votes are shown at the bottom of the commlink screen), but if you're the Peacekeepers or you have the Empath Guild, you have to divide the number of your votes by 2.

Hitting F8 brings up the Alpha Centauri score screen, which has a line for population. Unfortunately, this isn't reliable - you get extra points for a pact mate's population IIRC.

So I think your number of votes is the easiest way to do it, short of adding up all your cities

Be careful also, if you have the Empath Guild. This increases your votes by 50%, as does that other high level SP (Can't remember the name off hand).
