I'm playing online with a friend, and I noticed something. There are two ways to get technology, you eiither decide on one or more of the four catagories, or you can actully select the next technology from the list. Can you choose between them or is this by faction?

There are, as you pointed out, two ways to research techs: Blind (you choose from one or more categories) and Directed (you select from a list of specific techs).

You can turn Blind Research on or off during the initial game setup (the Customize Rules screen). The faction doesn't matter, except that the Alien factions always use Directed research, even if everyone else is using Blind.
