In the 2140's I won't even have touched Doctrine:Loyalty, so Police won't even be an option. There are other far more useful techs that you need to get, like crawlers, and trance.

Null and FM-only variants sound better to me already on paper. In practice, the difference really sticks out. A relative +2 efficiency is a lot more important than the police and support changes when you're earning that much energy.

Well, I am certainly do not advocate researching Doc:Loyalty early on.
However, there is nothing in the rules that prohibits Morgan/Aki/others landing close to Yang or finding his comm frequency from a pod.
Yang starts with Doc:Loyalty and may be willing to trade it.
It is in these kind of circumstances Police+FM may be a viable early game combo.It is only totalitarian governments that suppress facts. In this country we simply take a democratic decision not to publish them. - Sir Humphrey in Yes Minister

Who's saying that DocLoy is not a beeline?
The beelines that people look out for are:
Industrial Automation
Doctrine: Air power
Ecological Engineering/Environmental Economics)
Superstring Theory (For those Knowledgeful folk)
Fusion Power
Orbital Spaceflight
True, DocLoy is irrelevant for the first three.
The last few need Cyberethics, which needs Intellectual integrity, which needs (da dum) DocLoy!
It's not on an Alpha Priority beeline but it is on a beeline.
