I have seen this even happen to me and to the AI.
When playing SMAC I was the PKs, and the asteroid took out UN Headquarters, taking out my best base and quite a few SPs. "WTF?" was one of the many terms that I uttered.
Once in SMAX I was the Usurpers, and Diedre was trying to have a go at me. I had no PBs, but Planet was clearly smiling on me that day. One asteroid in the face later, and poor Diedre was done like a dinner
