I managed to get pass IA and paused a little while at the PTS and was totally lost for ICS and finally I was really glad that I know what gov stands for.
I vaguely remember there was a list of abbrs in the FAQ thread.

No. Just kidding. Infinite City Sleaze is how I heard it first back in the days of Civ2, before SMAC was a game. But now some people have tried to come up with a more pleasant-sounding word like 'Sprawl' for the 'S'.
The idea is to build many,many bases, all crammed together so that the base radii substantially overlap. This should give you something more akin to exponential growth rather than linear growth from a more controlled, conventional expansion.Comment

Oh, I'm familiar with the jargon, I just wasn't sure where some of it came from.
