Basically, yes. It'll show a window text box as usual that you need to put something in, and your "new thread" subject matter needn't be the poll question itself.
Then hit submit
It'll default to a question box and 4 choices (but you can edit it to many more) and you'll need to set a time limit (default is indefinite) and as to whether the poll is single choice (default button) or multiple choice.
Then you submit
As long as no-one else has viewed the post you can still edit as usual - the poll question, the responses (and can even add another response(s) at this time too.
After the first vote has been registered, you can't edit any more (only the mods can do that)
