Just to alert you that I've now sent the turn on to the Gaians, so it'll be with you in 2 - 3 days or so.
As regards a Morgan-Sparta Treaty:
I've removed Gene Splicing from the diplobox and have pre-accepted the Treaty
(Note that on your side you sre still just showing "no offers")
This means that (assuming that you want to treaty), it's imperative that you don't toggle "Make Treaty" on your side, but, rather, go to that bottom row and hit "Accept Offer." That will trigger the Treaty.
(You're prolly a vet at this sort of thing anyway, but I've been burnt a couple of times in PBEMs by that - if you hit "Make Treaty", then you send the diplobox back into "negotiating" mode, and we lose a turn with the benefits of treatying
