Voted 1, then 3. A safe pod pop, which may be able to pop a former completion, or something equally as valuable, is worth another turn to settle, IMO. Especially in the early game, we need to take every advantage we can get. This one might be a risk, but I think it's worth it. Imagine the benifits if we, for instance, manage to pop the University or Peacekeeper comm.

Finally threw a penny... err... cent and voted #3 and #1 in that order. There were certainly enough reasons for #2 instead of #3 but also vice versa.
After that, I'd vote for a base site near that mineral bonus and then a focus on territorial expansion to the south.

Erm, are you sure about that "safe pop" thingie?
I was playing a SP game today, as Yang, librarian. It´s MY 2103 and three pods were in base radius. I popped them all, and TWO of them contained worms!!! The second turn! Within range of first base!!!

I wish I had thought this out before... the idea of spreading out early bases to speed future growth leaves out an important fact. Right now, we have no formers and no roads, so moving a CP one more square out is expensive. Soon, we'll have four formers and roads all over. So in the future, in one turn we can move a CP three squares out. Early bases should thus be close, and later bases can afford an extra 2/3 move to provide space.
Unfortunately, it's too late. I already played 2115 and moved the CP out next to the pod in accordance with the majority's wishes. It's my fault... I think they knew about it.
It was stressed earlier that we needed to get the bases planted quickly and the river system enhanced the mobility of the CPs. I think the majority decided to swap that for the chance to get a good result out of the pod pop. It was a reasonable trade off. We may get a good, or very good, benefit from the pod next to spot 3.
In any event, both bases should be established next turn.
