    To the esteemed High Council.

    Last year, Mission Year 2155, a terrible event struck upon the Spartan Federation. While we have always maintained friendly relations with our large neighbour the Human Hive – as much as it is possible to have good relations with such a dictator as Yang – this year he suddenly declared a Vendetta on us. So sudden is Yang’s change in stance towards us, that we suspect Morgan Corporation has bribed the Hive into doing so.

    The reason seems obvious. Last year he began the conflict by seizing control of our former capital ship the SCC Hunter, and this year he continues by setting up the Hive against us. We are now quite vulnerable as we share an extensive land border with Yang.

    And just recently we regret to read that your faction leader Lady Skye has been assassinated. As we have mentioned before, according to our information this seriously smells towards a Morganite action. Only they could be so cowardly. It is no doubt an attempt to destabilize your faction. Together with tying us up in a long war with the Hive, they have strongly weakened the forces that could yet have resisted their domination of Chiron under a brutal form of free market.

    However it is not yet too late to ruin their game - by cooperation we can push back the Hiverian hordes, and, by the grace of Planet, ultimately bring the battle back to the homes of Morgan Industries. Therefore the Junta would like to suggest an exchange of information and tactical battle plans regarding the Human Hive in addition to Morgan Industries, to combine our efforts to repulse our common enemies. Together we can prevail!

    Regarding tactical info - we both have infiltration so we can relatively share little new. Spartans have other motives. Note that they've scouted almost entire NE and E coast by now. I don't see what we could gain from that pact, as we do have infiltration and they already know a lot. Unless they give us maps of all explored our teritory and adjacent sea, and coordinates of their foil I don't see why even to consider it. We don't have anything to gain except their goodwill, and I seriously doubt that accepting this would change their stance significantly.

        Umm a bit related to this , Spartans keep accusing Morgans for assasination of Morgans. How about reminding them that we have no contact whatsoever with Morgans, but Spartan foil is mapping our NE coast - how about notifying them that they are actually prime suspects? (might work as an argument to remove that foil of theirs). I think they believe their foil has went unnoticed.

              Depends... I know I wonuldn't be able to do it as frequent as you, or as well, but if its me or no one, the former seems preferable. Anyone? Please volunteer... Chaos, Illum, and bin seem to run everything already..

                  I am sorry to inform you that Gaian Union has refused exchange of tactical information.

                  Although it is a logical step to pool resources against a common enemy, Gaian Union declines because of actions of Spartan Federation.
                  For years and years, Spartan Federation is violating our teritory rights, mapping our coast with their foil. They haven't asked permission. They haven't informed us. Spartan Federation has clearly and intentionally violated our teritorial sea hoping to obtain tactical data without being noticed.
                  This act has been identified as hostile and as such, Gaian Union will not share any tactical data with you. Additionally, Gaian Union requests navigation logs from the foil as a possible part of compensation for acts. They must not be attempted to be falsificated.
                  Our investigation has shown that so called Morgan had nothing to do with assasination, in fact, Morgan never commited a hostile act against us, unlike Sparta. Current suspects are Human Hive and Spartan Federation, and since Human Hive foils do not map our teritory, prime suspicion for the murder is Sparta.
                  A little bit hostile, but can easily be toned down. What do you think?
