The Xenoempathy Dome can be a very powerful military SP, as it allows fungus and roads to merge for our purposes, allowing all of our units to quickly move across the battlefield, and also facilitating colonization. On the other hand, we will not encounter random native life if we build that SP. The Pholus Mutagen is handy, but probably not worthwhile, and comes too late in the game to worry about for now.
I have already stated my opinions on the Command Nexus and CDF. Though the right to build them is valuable, trading away that right is reasonable, for the right price.
