Spartans have said themselves, that all their Treaties of Friendship are temporary. Not sure how it works in game mechanism, but in two years it expires. We should decide should we resign the treaty again, or presumably downgrade it to truce. Spartans have shown to be untrustworthy, and I would be cautius with them.

I voted yes. If the treaty stands, we will be safe for a while. If not, they have broken their word in dramatic fashion for all to see. We will be just as ready for an attack either way. Since we are unlikely to need to preemptively strike them, we have no good reason not to sign.
Unless.....we want to play a gambit bluff. Tell them no we don't want to sign in as mysterious manor as possible just to spook them / throw off their plans. But, this is very risky as they are more likely to just pounce on the opportunity to attack with giving any thought to why we would turn down an obviously prefered treaty."They’re lazy troublemakers, and they all carry weapons." - SMAC Manual, Page 59 Regarding Drones

"Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked, and denounce the pacifists for lack of patriotism and exposing the country to greater danger. It works the same in any country." -- Hermann Goering

Only if it gives us some credit - otherwise - do that spooky/bluffy thing as Livid Imp proposes-- What history has taught us is that people do not learn from history.
