AI first, and Lal over Yang. Deny the Gov-ship to any human faction.

Lal ALWAYS vetoes "repeal U.N. charter"

I think I managed to get him to abstain once, I'm not sure,
Arise ye starvelings from your slumbers; arise ye prisoners of want
The reason for revolt now thunders; and at last ends the age of "can't"
Away with all your superstitions -servile masses, arise, arise!
We'll change forthwith the old conditions And spurn the dust to win the prize

If the faction can become a good ally, and we can co-operate, we can request intelligence too! It might be beneficial if we get a good bribe at the same time...

The only faction from which we can get what you describe "good bribe" are Morganites and their gain from Govship is far too big (with +1COMMERCE)

Negative. Every ally is temporary. Unless they pay us very dearly we should deny our vote to any human faction, regardless of level of trust.

Every faction gains the same benefits from Governorship - universal infiltration and +1 energy per base involved in commerce with each faction it's involved with. The Morganites' +1 commerce goes on top of this, but does not enhance the Governorship bonus.

Good bribe in techs? Later on?

Bear in mind the Governor factions will not gain +1 Commerce, they merely gain +1 energy in all commerce transactions.

Dear CT you must read the formula for commerce - commerce depends much on base energy output and Morgan definitely has the biggest, therefore gain is proportionally bigger..

If you refer that Morgan can more easily get commerce routes because of increased energy production it is correct BT, but his claim stands - gain is equal for all factions, +1 per energy transaction. But bonus commerce trade is most useful for Morgans
