E_N - the intent of the minigame is for factions to try experiments on their research tree, etc etc, against a massively tweaked AI (as tweaked by Firaxis - right ...) and you'll get the Sparta password when Maniac or Skanky or whoever gets your sign-up papers and gives the directions to the Barracks
(I was forunate in that I was a civilian contractor - a Morganite actually, wo defected and built the barracks, so I knew the way)
