OK, my opionions, for what they're worth :

Drones : Ignore. Completly ignore and leave in peace. Trade techs sometimes, blah blah blah.

University : Probe rape and then invade, after dealing with the Pirates.

CyCon : Perma-pact (regardless of boring bossy dominant Drones) and invade the Pirates with them NOW!

Pirates : Eliminate with the help of the CyCon as soon as we can get troops there.

AI factions : Ask Drones to help vs Roze. Ignore Mim for now.

Let's see what we have to work with here:

DIPLOMACY:
The Hive and Drones are in perma-pact
The CyCon are at war with the Pirates
The Pirates are Pacted to the Uni for some reason

TECH:
If the plan goes correctly, the Hive/Drones soon have Neural / Missiles with Clean Copters to come
CyCon have Init and NonLinear
Uni has SoftHB and EnvEcon (Buster's gonna probe em)

MILITARY:
I don't know about the CyCon forces...
Drones and Uni have Mark I ogres
Other than that people will have to be buildin'
Miriam probably has a large standing army, and Roze will have her probes.

The following factions are close:

FACTION POWER:

BTW Cruisers are not Retrograde. They're very useful for getting units from Point A to point OWNED, unless you're planning on building a land bridge or using Noodle transports.

Here's what I think:
CyCon have some things of value to us.
Namely, they have Cruisers, Amphibious, and Impact isn't all that bad. They may also loot Adaptive Economics.
Uni will be robbed by Drones with loot sent to us.
Other factions are useful only for commerce and bases.

To this end, we should strike a temporary alliance with the CyCon. They will send the units and tech, and we will send our support.
Chances are we could buy them off with EnvEcon or at the worst Synth Fuels.
They will send us some tools.

We declare war on the PEACE, and by virtue of the pact, we also declare war on the PUT (probes notwithstanding). This is okay since we've been cheated by the PEACE.
Since they are nearby, poorly run and weakly defended, the PUT are our first target. We must capture their bases before the drones can do so - we'll have to ask for our foil back if we lend it to them for the probe.

To prove we're serious about the CyCon-Peace war we should send the EnvEco and Synth Fuels (In the end it doesn't matter since their Crappy Synths are going down).
They'll be happy.

While this is going on, we conquer the Angels. This gives us a PEACE access point. Spare Uni troops can go to the Angels or Peace as needed.
If the Peace hasn't been defeated yet (I think it will be), we go in and help the CyCon take over them.

Now here's the elite part:
We have our army fresh in Angel Territory and also in PUT territory.
We have Missile Copters in range of the CyCon.
We also now have transport cruisers.
We declare war on the CyCon.

Hopefully the drones haven't taken too many of our Uni bases... but they'll support us if they have.
This war won't be a cake walk but a Drones + Hive Chop and Drop should defeat the CyCon.

Once this is done, our population will be large.
We call Supreme Governor and win.

My immediate stance is to buy Cruisers and Impact Amphibious from the CyCon, and declare war on the Pirates and Uni.
We should also try to get Adaptive Economics from them.

Comrade Chairman, my thoughts...

....I personally see the Drones as the closest thing we have to competition industrial-wise. I say we keep a skeptical eye on them but still curry favor with them. Additionally, I personally believe we should have a small contingent of units between us to act as a buffer if they decide to get sneaky and attack us when we are preoccupied with other factions.

.....As for the CyCon, I think we should show them some goodwill and provide a type of lend-lease aid. We give them units in their vendetta against PEACE, but we shouldn't get directly involved with it.

.....As for the rest...well, I'm not too worried about them.

I agree with everything E_N just posted... but we also need to decide what the best time is to attack the Drones. I'm in favor of waiting till we have PBs and eliminating them without warning.

If we plan on eventually going to war against the cycon we don't what them having MMI. That's why we're shouldn't giving them Synth Fuels.

It's not worth it as we'll have missle choppers and drop troops before we can get crusiers and impact from the cycon. Since crusiers are available from the AI and pirates as well they won't be that hard to get. Impact is currently in the hands of the AI and the cycon. I expect that tech will spread as well if we need it.

Cruisers are ESSENTIAL techs for the whole game, Kody. How do you want to beat the Pirates without cruisers?

We'll probably get them easily by the time it comes around to taking over pirate bases.

Not if we DEMOCRATICALLY vote to attack the Pirates now, helping the brave and noble CyCon against the treacherous evil Pirates, the untrustworthy allies of the dirty University.

Crusiers take a while to build. Also we'll need to pay prototype costs. 6 movement rate on ocean means several turns moving towards the pirates.

I should make clear that I'm not trying to disuade people from these kinds of plans, rather there's practial problems with sea based warfare. The cycon undoubtedly started preparations the very turn they broke pact with the cycon. Otherwise they must have a very small attack force, or they have a brillant industry setup.

Still we CANNOT occupy the Pirates bases without a navy. Sure airpower can empty the bases, but we need fast cruisers to take the empty bases. So we need the tech sooner, as they take a while to build...

We need ships some time to occupy sea bases. We CANNOT DO IT WITH COPTERS AND PLANES. So time frame is irrelevant. Some time we will need them.

I'd agree that we are going to need cruisers. CC had agreed to exchange a cruiser and a impact marine at one point. We didn't take it up at the time. I think when CC makes up their mind about what tech they need from us we should perhaps follow up on that.

If we are planning to attack PEACE then we actually need Doc Init instead of the prototyped units because it takes time for units to travel. However, I'm against going into war against PEACE at this moment.
