    Pacting with a neighboar that puts b's all over the map will have my strong opposition. I find it annoying to look at and feel compelled to clear the map whoever has this irritating practice. Is he suffering from bad memory or something? Afraid to forget where he wanted to put the bases? or maybe wanting to inform the world that if they place a probe near the designated mark it will have a target

    in the games I've played the AI has surrendered, except I do not know what conditions cause the AI to surrender
