IMO for:
- shorter turn rates
- denying Hive/Drone alliance a 'submitted' vote in planetary council stuff (my thoughts go to diplomatic victory), since Hive demands the handover of PUT.
- Forward base for Hive/Drones denied, otherwise 3 more CyCon bases are in drop range.
against:
- 40000 citizens are killed
