EAF = External Affairs Function (Foreign Minister)
MCC = Maritime Control Center (The SP that gives a free Naval Yard in every base plus 2 extra movement points)Comment

Our first plan was to build the Humane Genome Project. When that was built by the Hive, we planned to go for the Virtual World or Planetary Transit System instead. However shortly after those two were built by the Hive as well.
So in the end we ended up with the MCC.

Well if you consider the fact that we are sinisterly ploting against the Pirates then the MCC is realy one of the best Projects for us to get.
