Do we need a clear majority to act? ie. if the votes remain tied for thw FWS section, is that a no (since we need a majority to act) or do we leave it up to a particular person (DIA or Commish?)

Yes, it would fall to me to break the tie if it persisted.
I would break it in favor, but I'd ask that he do the Xanadu section first and/or his little energy park north of DEM, since less terraforming is destroyed in doing those than in the FWS section.Comment
