Contact: of course! He could do that before as well. But contact while you know the AI could propose a truce when that hasn't been polled beforehand: no!

Owoo! Got it worked around!! Voted yes, bbviously with the caveat that binding decisions such as pacts must be polled, as opposed to basics like "no we won't give you 2000 energy".
