I’ll run for DIA, and the Twin Sea governorship (the latter assuming I am constitutionally allowed to do so), if not I guess Centralis will have to do.

It means you cannot run again for the same position. Running for another position is perfectly fine.

I think you can run for a fourth consecutive time, but only if no one else has posed himself candidate. So for example because you are going for DIA, TKG can no longer do so, but until a countercandidate comes forward for Twin Sea, you can still remain governor.

I am available for DPO but am also mindful of 3 year rule. A spell as DEI and/ or gov would do fine in the interim. I don't want to miss the disempowerment Yang action.

Herc, I'd be careful fi I were you - If Maniac's reforms are adopted, there won't be a DEI to run for.

I would propose that people can nominate them for both DEI and another director job. Depending on the results (I hope to poll the reforms before the elections) you can then still change your candidacies later.
