well, there's been some talk about gifting a base to zak, and IMO this is the place to put it. anyways, maniac has also requested a base location north of jedinica, so vote for it.

2) Dark Red, for the energy special in the water.

1) Write-in: A seabase, just east of dark red and southeast of the energy resource. Needless to say, I don't advocate giving this to Zakharov -- but we could use a base in that position ourselves.

2) Dark red. This and the previous location cover as much territory as possible with the minimum of overlap.

One reason I'm against giving that base to Zakharov is that the Hive may overrun him before we are able to establish it. The others are that it is fairly close to the Hive and that I would prefer for the Peacekeepers to explore the northern peninsula to investigate the anomaly detected while in orbit [the Ruins] before ceding it to Zakharov. If there's a unique resource which we could access with a Peacekeeping base, we should know about it before trading it away to an ally.
