We still need one commlink frequency -- that of Sister Miriam of the Believers -- to set up a Planetary Council. Should we barter for it, or wait until we establish contact with exploration to form the Council?
We will barter if the votes to barter outweigh the votes against. If we do, we'll set the price ceiling low enough that a 50% + 1 majority favor that ceiling or higher. If that condition isn't met, we don't make the trade.
