Official: Foreign policy: Stance toward newly encountered factions

We have encountered three factions, and pursued diverse policies of pace and war toward them. Three more factions await us, undiscovered. We have many options open to us in our dealings with them. Their attitude is unknown -- we do not know if, like the University, they will declare war against us for not giving in to initial demands.

This poll is intended to give general guidelines to the Director of Foreign Affairs as to how to treat new factions encountered. Should we stand firm against any demands, or should we share techniology in the name of freedom of information? Should we seek to build Treaties and allaicnes, or should we shun
