For attack: [best-1-2] and [1-best-2] in stacks, and [best-best-1] for attack.
For defence: [1-best-1] for defending bases, [1-1-1 police] as Maniac said, and [best-1-2] for counterstrike, ie. whatever moves close to the base won’t get a chance to attack. You can keep a few in central bases and move them out to help defend. Works especially well against rovers, who usually have little defence.

For defence: [1-best-1], but not in every bases (only those at our borders). [1-1-1 Police] for bases in the heart of our faction, as Maniac stated.

I voted best-1-2 and 1-best-1 for offense, and 1-best-1 and write-in 1-1-1 for defence.
Explanation for 1-1-1: in non-frontier bases I often just keep a number of "Police Force" units (1-1-1 police & clean) as garrison. Cheap guys which can easily be upgraded in an emergency.
