However, when we get to higher level defensive units (1-3+t-1 for instance), the cost to make the garrison a rover starts increasing, while if the garrison remains an infantry unit, the cost remains at 20 minerals base (Adjusted for Industry of course).

Yes, you´re right.

no the first direction the DoS is making is towards fossiel fuels. the main though in be beginning of the war with the hive was that we needed better weapons...then we didnt have the gatling technology yet...now that we have it is less importent but still i would like to see that fossel fuels will be researched soon...biothechnics will make the units more independed but also more costly if we are suddenly attack by the hive i will advice to go towards that technologyBunnies!

First, Terminal Dogma is in drone riot due to the panic and mind attacks caused by the mind worms. Hurrying isn't possible. So I'd suggest to just keep the current build (former). Next turn, when TD is no longer rioting, and if the unit hurried in Pandemonium looses as well against the mind worm, we can change TD's build queue to a Trance Scout Skirmisher if needed.
I'd suggest rushing a 1-2t-2 Trance Scout Skirmisher in Pandemonium for 82 ec. Expensive, but better than losing a couple more formers to that worm. We already lost one scout patrol and one former to the worm, and one more is to follow due to bureaucratic inefficiencies with changing TD's build queue. This needs to stop! The price in human lives and the slowdown of economic progress is already high enough!
With a rover being built in Pandemonium, it is no longer needed to move the police forces out of Pandemonium. Seeing the tense situation in Pandemonium and the current cries for revolution in that base, moving the garrison out of Pandemonium would lead to severe drone riots.

well my stupid regional captian didnt tell me that there were drone riots in TD. this will change the tactics totally i will look again but agree with the major line of your idea. but i would like to have a garrison in TD before another build but if changing building order cause mineral losses then first build the former if not build a garrison in TD.Bunnies!

6a) it is done and we have lost some things in TD
IF it attacks the scout:

if not:

6c)attack next turn with 1-2t-2 from TD or pandemonium to destroy worm
If worm flees:
6d) hunt it with 1-2t-2 from TD after a new garrison it build
