This is the reform I propose : Worker placements and terraforming will be planned in the same poll, and tiles would be terraformed and worked by descending numbers of votes. This polling could depend on elected governors, on the DoTC or on the DoEI.

ADD ON TO THE CONSTITUTION :
Governors are elected for one term and has the duty to poll for terraforming and worker placement at least twice a term, and concerning only one base. Terraforming and worker placements concerning bases without a governor would be depending on DoTC and DoEI.
This is the reform that I suggest, but since there has been many discussions, I propose other options : merge terraforming and worker placement in the DoTC, merge terraforming and worker placements in the DoEI. Last but not least, I propose an option which supports the merging, but on another way.
