Right! This is to help us setup a starting queue for new bases so the Comissioner (and/or myself) don't have to poll for everything needed in the first few decades of a new city 
It works like this: you vote once for each item (garrison, formers, rec tanks, & colony pod) and vote for them in the priority that you think they should be given. I'll take the results and average it out into the queue - any questions?
