General build queue for any other bases (lotsa leeway here - not yet polled)
Scout(only if not already one there)/Former/CP/Scout

These bases should either have a Scout go with the CP or build one first. The CP/first scout would go to found a new base whilst a new scout is being built as a garrison unless the base is judeged a risk to leave undefended for that long.

A CP and Scout from TBIBTU are to go to found a new base somewhere. Fortunately it's not my job to sort the specifics of this idea out. Ask the D of PO or D of T&C.
