                I guess this proposal could be considered accepted.
                Based on the comments in this thread, I suggest the following specifications:
                • To gift/trade a base to another faction, that faction must have a military unit in the to-be-traded base's radius theoretically able to move into that base. (Meaning eg a ship, former or needlejet in the base radius of a land base is not sufficient.)
                • A base that has been gifted/traded cannot be transferred ownership again for twenty years, unless the base owner is changed to a third faction by conquest in the meantime. Then the counter resets.
                • If we're indeed going to use base gifting/trading, first test this method out on another random game using Codicil, to make sure there aren't any unintended effects of temporarily changing a human faction to an AI etc.

                  A technical question. Say if I'm Hive and gift one of my bases to PUT. Will that base then have both free perimeter and free nodes?

                    Mmm, last ACDG, when CyCon mindcontrolled a just by Hive conquered base, the perimeter defense didn't come with it IIRC. I agree, not completely the same, but it gives an indication of how the game perceives this.

                      This should normally be easily testable by starting a game with the Hive and gifting a base to the UoP.

                        By the way one test I did showed that when a base is gifted all the units inside the base were gifted with it.

                        I still need to test the effects on free facilities.

                            So anybody tested it yet? In Gufnork Rumble I and Gufnork entertained the idea that we would exchange entire territory so both of us would have two free facilities.

                                The free facility from the original owner of the base is kept. Your free facility isn't added.

                                B-drones levels don't update properly when bases are traded.

                                If the person you're trading with is an attrocity victim they won't talk long enough to trade with you.
