CS yes, they will vote for you unless someone spends a lot of gold to out influence you.
AI civ no, there's no guarantee they will vote for you. Its not like Vassals from Civ IV.Rule 37: "There is no 'overkill'. There is only 'open fire' and 'I need to reload'."
