  • Strategic balance

There's an option in the advanced game setup for resources called "Strategic Balance". What the hell does this do in Civ 5, if it does anything at all? Back in Civ IV, choosing strategic balance in a setup meant that all the strategic resources would appear within 5 squares of your capital city. I thought it would be something similar in this game, but that doesn't appear to be the case. I've started 5 games now with this setting, and in every case something wound up missing. Usually it's coal; the game doesn't seem to seed a lot of coal resources, but the last one I played iron wound up completely missing from my continent (shared with two other civs).

Am I missing something? Is this setting broken? Or does it do something else I haven't figured out?

i assumed that it meant that resources were distributed evenly across starting sites
