Short answer: kill them. The AI is a poor general (I'm being kind. *I* am a poor general, and I crush the AI in wars on Prince).
Longer answers have been given. You're playing uber-builder, building all sorts of things in cities that do not need those things. Barracks, for instance, should only be built in a few cities that have solid hammers to pump out troops. Other cities should have no barracks, but have, say, a market. Or whatever. Specialize your cities.
