I have some obsolete units I want to upgrade in my cities. I can't seem to activate the unit. How do you activate garrisoned units?

I had the same problem. I found that for garrisonned units, you need to clickon the little icon for the unit above and to the left of the city name banner.
Another unit that is difficult to active is any air unit. They don't show on the map. I needed to activate the City List in the upper left corner of the screen, then select the unit from the list.
