I expect there is a simple answer to my confusion. As Liz, I was alone on a small island and beelined for optics after getting stonehenge and the GL. However, my warriors can't embark to get to the ancient ruins we've found with T-boats at isolated spots around the map. Is there another tech I need to embark or are warriors too stupid (or does the stupidity lie with the fearless leader)?

Fearless leader stupidity of course.
Naw, it's a dumb feature. Only units created after you get the tech get the embark promotion. Older units don't get it given to them.It's almost as if all his overconfident, absolutist assertions were spoonfed to him by a trusted website or subreddit. Sheeple

As soon as they enter friendly territory ( not sure if it works with a friendly cs state, does with a allied) they get the promotion.
Took me awhile to figure out too btw...Is God willing to prevent evil, but not able? Then he is not omnipotent. Is he able, but not willing? Then he is malevolent. Is he both able and willing? Then whence cometh evil? Is he neither able nor willing?

I had this happen to me as well. I had a unit stationed inside my borders who didn't get it but once I moved him he got the promotion. He never left my borders, just moved within them. This is actually one of the few interface bobbles that's actually documented on-screen. The tech tree box for the tech, with the "star" icon for the new ability, has mouseover text that says "existing units within your territory".
Also, if you have a unit far away from home, "embark" becomes an available promotion when it levels up. I have a hard time imagining this would be worth forever gimping the unit's promotion track, but it's there.

I was suprised by this too. I began working on embarkation technology, headed west so that my armies could hop the narrow inlet and take a bombard position south of a target. They wouldn't get in the water, so I had to walk them alll the way back to town, then suddenly they could hop in the water.
I'm thinking you have the option to put them in an allied CS territory as well, but im not sure of this; I observed a lot of wonkyness with this feature.
