The first one.. well..
If you look at the Civilopedia, it isn't actually racial abilities. Reading about the specific Civilization does not link to the ability, reading about the specific Leader does. So it isn't racism, it is definitions of a leaders capabilities. Otherwise, they are nice.Comment

Some people see the cities as being monsters, that can easily destroy or hold off one or two units. Its a metaphor
