Already did. My IP is restricted, untill the 24th I suspect. I'm checking them again tomorrow.

IP will be restricted all along... as far as I can tell this has nothing to do with the current release schedule, but because they are probably not going to sell (any time soon) in your current country of choice. If you buy it in the US on the other hand (or someone buys it on your account for you), you can take your steam games with you wherever you want.

They are already advertising in the local stores though, and they expect to have it on shelves next week when I ask them for ETA. I just want it sooner.

It's good! even though srtest.com said i didnt meet the minimum video card requirements, im still running on directX 10/11 with no issues after 150 turns. The gameplay is different and I'm getting used to it but I like the new combat.
