Almost certainly a patch - the Real Zero Day Patch. Or maybe the decryption algorithm from Steam.

Everything's done here and I'm trying to run the game, but I keep getting an 'Incomplete Installation (3)' error. I'm assuming the servers are overloaded or something, because there doesn't appear to be an issue on my end. I just wanted to get a look at it before going back to work
Edit: Apparently I needed to forward some more ports on my router. That was silly.
