Is it worth paying $10 for the deluxe edition. What do you get besides 1 extra civ (which will be included in a patch sooner or later) and some lame behind the scenes video.
It depends how you measure the value of the entertainment dollar in this case. Compared to a day at an amusement park or a major league sporting event, the overall value of the deluxe edition is quite high. You simply need to figure out the amount of money you spend per gameplay hour.
The question is different for everybody. What is an extra ten bucks?
I hate getting nickel and dimed for content that should be included in a full release. But such is the reality of the video game industry these days. If one is so inclined to extract more content from developers in order to balance an equation that feels unfairly tilted opposite their direction, individuals certainly have many opportunities to do so.
Civ has been a favorite brand/franchise of mine and I don't mind rewarding them with an extra $10. Lord knows I've wasted more money than that this year on companies and business that haven't provided me with a sufficiently satisfactory product or service.
Word. Considering how much time we spend on our beloved games, I would guess that we end up paying pennies per hour for our entertainment. Almost a crime that subscriptions aren't the only model.

Buying the normal edition via an offline source (Amazon for example) and only later buying the babylonians via DLC might pay for europeans however...
for europeans the deluxe edition via steam comes at a cost of 55€, which is 73$...
if we buy the standard edition via amazon, we have to pay ~50$ and, well, lets assume that babylon as DLC costs 5$, which, via the 1$=1€ policy of steam is converted into 5€ = 6.6 $...
this would mean we just have to pay 56.6 $, which is 16.4 $ less than buying the deluxe edition (and without losing anything important...the deluxe edition might come with a special map pack, but so do the preorder versions of Amazon)
