What is the worst thing in each Civ game?

Even though this thread is amazingly old, I'll add my $2,000,000,000 worth.

Civ 1: Opposing units fortified next to your cities. Various unbalance issues.

Civ 2: Bad AI. Various unbalance issues.

Alpha Centauri: Very bad AI. Various unbalance issues.

Civ 3: Obvious ripoff of Call to Power's interface, a game which I despise.

Well, I could go on much more, but I'm not gonna.
