civ3 is crap with its resources, culture (EDIT: culture flipping
), combat, corruption, lack of SE or unit design, and the like. SMACBRAC for sure, despite being science fiction based...Comment

For me, it's a tie ... although I really miss some kind of Social Engineering in Civ3."As far as general advice on mod-making: Go slow as far as adding new things to the game until you have the basic game all smoothed out ... SMAC for sure.
Civ3 is a good game, but SMAC had more of the "one more turn" feeling!
