I got it working (without sound, under Win 95). Have you tried following the links recommended by Underdogs? IIRC one of them had a technical forum with different ideas for different computer setups.

Well, then let Windows just create one for you, and you can go straight one not knowing anything about it!

You also have to know (or... remember!) how to make the proper amount of EMS memory available in DOS, which could be the unsetting task under Windows.
Instead of a DOS boot floppy disk, I ended up making a... true DOS bootable partition on my Win98 machine, which I easily select at PC boot thanks to BootMagic (comes with PartitionMagic).
This only to be still able to play MoM and Machiavelli!!!

If you follow the appropriate tips I bet you can get it working.
With help from the forums on this site I was able to get MOM working fine (except for the digital sound) under Win XP home ed. Hope everyone else has similarly good luck!
