        Another explanation I read somewhere:

        They tried out the 2 square radius on the America map but realized it was too small for it and therefore there would be not enough space in the end to build more colonies so before they redo the whole map they took the easy way and reduced the expansion of the city-square.

          Too small? There was a dumb limit of colonies and units anyway...
