How to Plant a Spy (1.17g, Mac OS X)?

I have Intelligence Agency and embassies. The keystroke is Cmd-Shift-E per the Macintosh manual, but it seems to do nothing.

What have I missed or forgotten??

Actually, at the time I wanted to plant a spy to instigate a war. I am already experienced with that potential on my Windozer.

Have you consulted the civilopedia? I recall having the same question, and having it answered there. I've forgotten the answer, because espionage seems basically worthless to me. If I had to guess, it would be to double-click on the star icon in the city with the intelligence agency.
