EUII..most confusing game of all time. I've had it for a while now and never figured out how to play it. How did you learn? Just trial and error? The tutorials didn't do it for me honestly.
You've just got to stay at it. It's definitely an excellent game. My Civ3 playing time is minimal compared to EU2, HOI, and Victoria these days. Read through the Paradox forums and read up on the history of a country you're playing to provide some historical analysis.

Read the manual, especially the stuff about manpower and finances. You have to keep inflation under control.
Start a game as England and play about 50 years or so, then play one of the later scenarios. You'll pick it up quite quickly. I love this game.
Um.. yeah. Inflation can really wreck your economy. You have to refrain from milking your treasury for gold. Conquering provinces with gold also increases inflation.
Sometimes events result in lower inflation, but it was a major problem for late mediaeval societies.
There are now new updates for EU2, HOI, and Victoria. They mainly regard issues with Tiger. If you're playing these games on a laptop, you definitely want the new patches (re: stretch video).
