Yet Another Newbie Question

How do you change your government when you want to? The only time I've been able to do it thus far was when my people demanded it.

Assuming you have the necessary tech - go to the F1 adviser screen and click on the green tab just below the sliders that shows your current government type. You will be asked if you want a revolution. Choose yes and after a period of anarchy you will be offered a choice of the government types you have the tech for. Pick the one you want and it takes effect.
