question about the numbers

on the little window that appears at the lower right corner of the screen, there is three numbers right next to government type. ex: China - Monarchy (9. 1. 0.)
what do those numbers mean? they sometimes change too. so...

It's the tax - sci and lux rate (I think that's the order)
(90% tax 10% sci and 0% lux)

They don't change unless you change them manually.
