How to fiddle with the optimal number of cities

Hello,
I'm new to the forum. I hope someone can guide me to edit the number of cities and the culture linkage at startup. I tried opening the file through the "my computer" c- drive prompt and I could not find where to adjust this.
Any help would be appreciated! Thanks in advance​​
