I have a map editor problem. Help?

Hey, i created a map the other day and I started playing it and for some reason the bonus that roads give wasn't working. My units still moved one space even when on a road. I don't know if any other bonuses were working but I definately know the road wasn't. So anyone? Is there like some menu or something I can go to, to fix this? I tried the civ3edit help thing and its too confusing to even bother trying so Im looking for anyone who has any experience with map making (as this is my first time). Cheers.

That doesn't make sense but if you go to edit rules and then go to the general page you can set the road bonus in the top right.
